These are maps of Black Rock City in 2007 and 2008. Explanation here. What they've done is increase the radius of the inner circle by 500 feet and expand the rest of the city accordingly. The out security pentagon is larger too, but not that much, so the outer road, "K-Car," approaches it more closely this year.
